This is a painted resin cast statue of swole / buff Bulbasaur . Unsure of original artist but from an early run prior to 3d print patterns. Statue measurements are approximately 2.5-3" across at the shoulders and about 4.5" tall from the base up.
Paint has a couple smudgey areas, see photos. Not shelf noticeable but this could also be repainted by someone with more skill to look amazing !
